The decision frustrated Sylvain Cormier of Rockwood Transportation. The Rexton, New Brunswick contractor told CBC News his company’s bid for the job was close to $1,000 less.

City Manager Andre Doucet explained that when the city advertises a tender it clearly states that the lowest bid will not automatically be accepted.

Doucet noted that there are a variety of reasons why the tender selection is not based solely on price.

Bathurst Mayor Stephen Brunet told CBC News that both contractors were very good but the city chose to support a local business.
